REGULAR MONTHLY BOARD MEETING

January 18, 2011

Attending: Board Chair, Bob Benson; Vice Chair, John Miller; Vince Cockriel, Supervisor; Treasurer, Ken Ebert; Clerk, Laura Pederson.

 

Bob Benson called meeting to order at 7 pm.

Pledge of allegiance was recited.

Bob Benson called to reveal any conflicts of interest.

None were heard.

 

Approval of Agenda:

Add Cannon Rural Fire Association under New Business.

Bob Benson made motion to accept agenda with additions.

Vince Cockriel seconded the motion.  Motion passed 3/0

 

Approval of November 16, 2010 Town Board Minutes:

Bob Benson made motion to approve November minutes.

Vince Cockriel seconded the motion.  Motion passed 3/0

 

Approval of December 21, 2010 Town Board Minutes:

John Miller made motion to approve December minutes.

Bob Benson seconded the motion.  Motion passed 3/0.

 

Zoning Certificates:

1. Syngenta Seeds- Bob Wernimott, Site Manager

    -presented site and building plans for a 65,000 sq foot seed processing building

    -plan to build March 2011 to October 2011

    -estimated costs $685,000 (permit cost of $776.00)

    John Miller made motion to give Syngenta seed a zoning certificate for a seed processing

      Building.

    Vince Cockriel seconded the motion.  Motion passed 3/0

2. James Schleuter - Review

    -still in need and desiring a conditional use permit for his business

    -Mr. Schleuter stated this is a contract for deed although the paperwork worded as

         leasing/rental.  He put $60,000 down on said property

    -Board stated that Conditional Use Permits are never given on rental property

    -discussion ensued

    -legal document from legal owner needed requesting the Conditional Use Permit

       with James Schleuter being the onsite administrator

    Vince Cockriel made a motion that when township receives a registered letter

       from the registered owner stating that James Schleuter has permission for said

       business usage, James Schleuter may have the conditional use permit. 

       Letter to be sent to the clerk.

    Bob Benson seconded the motion.  Motion passed 3/0

Bob Benson made motion to suspend the meeting.

Vince Cockriel seconded the motion.  Motion passed 3/0

Bob Benson made motion to open the Public Meeting for Ordinance

John Miller seconded the motion.  Motion passed 3/0

 

Clerk read all the proposed Ordinance changes.

Discussion ensued regarding Home Occupations and noted changes.

 

Noted that current Ordinance does not state that property ownership is needed

   for a Conditional Use Permit, although Minnesota statutes do address this.

Planning Commission will make more proposed changes to current document

   at their next meeting so that next public hearing can address this.

 

Vince Cockriel made motion to close Public Meeting on the Ordinance

John Miller seconded the motion.  Motion passed 3/0.

 

Bob Benson made motion to reopen January Board Meeting.

Vince Cockriel seconded the motion.  Motion passed 3/0.

Clerk’s Report:

Laura Pederson reported-

1. FEMA Paperwork – all paperwork turned in and township can expect to receive

      about $5,200 in reimbursement

2. March Election – Absentee Board of Audit Resolution

      - resolution read with Absentee Board set of John Miller and Susan Carlson

    Vince Cockriel made motion to accept resolution as read.

     Bob Benson seconded the motion.  Motion passed 2/0 (one abstain)

3. Fax Machine – current machine not working.  Dave Garner will try to find a used one for

     for the township.

4. Mailbox – one of the keys are broken and keeps freezing up.

        John Krantz will follow through on this

5. Election Candidates/Openings – no filing for treasurer,  a few people have asked about

      write ins

6. Deputy Assistance – clerk in need of assistance.  Board agreed to have Cheryle assist

7. Resignation – Laura Pederson gave her resignation affective March 31, 2011

8.  Board of Equalization –date set for April 17, 2011 for 1 pm. 

9.  Building Rentals-  thought is that non-profits will no longer get free usage

        as costs are associated with any usage.  Board asking Planning Commission

         to look at current policy and make recommendations to the Board.

Road Report:

Tom Kurtz and John Krantz reported:

1. Cutting Edge worn out on plow blade—new one needed.  Last one did not last long

    Bob Benson made motion to replace plow cutting blades.

    John Miller seconded the motion.  Motion passed 3/0

2. Email received from resident in Woodland Heights stating ‘good job’ on plowing

3. Chains do work on the grader but binders needed to hold in place. (directed to get them)

 

Meetings Attended:

1.Bob Benson attended the Goodhue County Planning/Advisory Meeting-

   -discussed A3 zoning changes and Goeff Griffin presented his plans

 

Old Business:

1.Disaster Planning Committee – Rosie Schluter to start a subcommittee

      of the Planning Commission to address this issue for our township.

      List of names & numbers for quick reference should need arise.

 

New Business:

1. Cannon Rural Fire Association- desire to use Stanton Townhall on February 24

     for their annual meeting

 

Upcoming Meetings:

1. Goodhue County Association of Townships – February 5, 2011

2. Board of Audit – January 25, 2011 at 7 pm

3. Board of Equalization – April 17, 2011 at 1 pm with Road Trip at 7 am on same day

Claims

Bob Benson made motion to pay claims.

Vince Cockriel seconded the motion. Motion passed 3/0.

 

Noted to hold payment/claims to Goodhue County Association of Townships as

   2 claims received for 2 differing amounts.  John Miller to check into this.
