Attending: Board Chair, Vince Cockriel; Vice Chair, Bob Benson; Supervisor, John Miller; Treasurer, Ken Ebert; Clerk, Laura Pederson.

 

Special Meeting for Ordinance Review called to order at 6 pm

Recessed until 7 pm on Thursday, January 21, 2010

 

Vince Cockriel called meeting to order at 7 pm.

Pledge of allegiance was recited.

Vince Cockriel called to reveal any conflicts of interest.

None were heard.

 

Approval of Agenda:

Bob Benson made motion to approve agenda.

John Miller seconded the motion. 

Motion passed 3/0

 

Approval of December 15, 2009 Minutes:

Bob Benson made motion to accept minutes

John Miller seconded the motion.  Motion passed 3/0.

 

Building Permits:

1. Jeff and Ann Harty – not present

2. Summit Golf Course – Marty Benson and Bill Whitworth– 31286-Hwy 19 Blvd

     -Kyle will be unable to attend this evening and Thursday is not an option as

         it is a special meeting with a specific purpose

     -must have 20-acres

     -this would be a non-conforming lot

     -stated interest in continued dialogue

3. Linda/Kevin Whitson – 2153-Hwy 19 Blvd – Stanton

     -requesting permission for the Twin Cities Muzzle Loaders and the Cannon River

        Rendezvous to hold an event on their farm May 27-31st, 2010

     -Need a shooting permit to hold event

     Bob Benson made motion to grant shooting permit to Linda/Kevin Whitson for 5 days-

         May 27-31, 2010 with no permit charges

     John Miller seconded the motion.  Motion passed 3/0.

John Miller seconded the motion.  Motion passed 3/0.

 

Clerk’s Report:

Laura Pederson reported:

1.      Irene Bright- MAT/CTAS Trainer

-stated that there is an interface between the clerk and treasurer functions of CTAS

-willing to come a Friday/Saturday in March (meet clerk Friday afternoon and clerk/treasurer on Friday evening/Saturday)

-Ken Ebert stated that he would prefer she come after the annual meeting

2.      Stop Sign Invoice – Bob Benson given invoice for 2 stop signs

3.      2010 Calendar Approval – normal schedule except for March Annual Meeting and

         September 2010 Primary Election conflicts

         Vince Cockriel made motion to accept proposed 2010 Calendar

         Bob Benson seconded the motion.  Motion passed 3/0.

4.      First Meeting of the Year – per email from State Auditors Office

    Vince Cockriel made motion to continue designation of newspaper; depositories;

       appointments to boards, commissions, and committees; bonds; reimbursements; broker

       certifications until the Annual Meeting in March.  Mileage monies to $0.50 a mile.

     Bob Benson seconded the motion.  Motion passed 3/0.

5.      Election Information

Absentee Voting – March 6 – 10 AM to Noon (Betts will take care of this)

Hours Polls Open – 2-8 pm

Public Accuracy Testing – Betts and Laura to take care of this, will be posted

Need approval of official ballot- note wording and instructions

Must use electronic machines as Stanton has greater than 500 residents

Vince Cockriel made motion to approve ballots as written.

Bob Benson seconded the motion.  Motion passed 3/0.

6.      Cannon River Watershed Meeting

-Held at town hall January 27 from 6-8 pm.

-clerk to open and close building for the meeting

7.      Short CourseRochester, Tuesday, March 16, 2010.  Same day as board meeting.

8.      Board of AppealsMonday, April 12, 2010 at 1- 4 pm

         (Road Trip scheduled for same day at 7 AM)

 

 

 

Road Report:

1. Road Complaints-  clerk shared email from Penfield resident

      John Krantz voiced concern over residents not being aware of Stanton’s snow plow policy

      Vince Cockriel responded to this email

2.  Carl Slifka -

       Requesting no plowing of 55th Avenue Way.  Sanding only upon request.

       Vince Cockriel met with the residents and awaiting signed agreement

3. Seal Coating-

        Service being offered through bid with GHC

        Oxford Mill and Sciota both need to be done, Penfield to be done in 2011

         John Krantz to get measurements to the clerk.  Clerk to contact GHC.

4. Grader – air leak problems, have to keep on full throttle, can hear leak

         Zeigler can do service on site

         Vince Cockriel made motion to contact Zeigler to look at grader and perform service

          Bob Benson seconded the motion.  Motion passed 3/0.

5.  Plow Blades -  current blades have been rotated and have other blades welded on top

        for side and wing blades

        January 2009 this was approved and never happened

        John Krantz to contact Vince Cockriel for 2 vendor sources (Falls Brand)

        Vince Cockriel made motion to reauthorize purchase of 2 new plow blades for truck

         Bob Benson seconded the motion.  Motion passed 3/0.

6. Tabs due in February   (cab cards given)

7.  Mail Boxes- if mail boxes taken out during plowing of snow

        Resident responsible for installation of mailbox

        If weight of the snow knocks the mailbox over then not responsible, if plow knocks

            over then Stanton will reimburse resident with presented receipt

1.  Large Utility Ordinance – to be put into Zoning Ordinance

2. Rural/Urban Ties Meeting – Vince Cockriel & John Miller planning on attending
