Attending: Board Chair, Vince Cockriel; Vice Chair, Bob Benson; Supervisor, John Miller; Treasurer, Ken Ebert; Clerk, Laura Pederson.

 

Vince Cockriel called meeting to order at 7 pm.

Pledge of allegiance was recited.

Vince Cockriel called to reveal any conflicts of interest.

None were heard.

 

Approval of Agenda:

Bob Benson made motion to approve agenda.

John Miller seconded the motion. Motion passed 3/0

 

Approval of July 14, 2009 Minutes:

Bob Benson made motion to accept minutes as written.

John Miller seconded the motion. Motion passed 3/0

 

Building Permits:

-none-

 

Public to Speak:

1. Jeff Griffin – Greater SW Holdings

    -owner of property west of the turkey farm

    -initially came before the board and then went to Cannon Falls.  Cannon Falls did not have

      an orderly annexation in place so Jeff Griffin waited while the two entities were attempting

      to reach an agreement so that this could be done peacefully

    -Jeff stated, “We attended all the meetings and it appeared Cannon Falls backed out

       during the eleventh inning and there appears to be nothing transpiring by Cannon

       Falls to reach an agreement”

   -SW Holdings planning on approaching Cannon Falls for a Petition for Annexation by

        Ordinance and wanted Stanton to be aware of the formal petition

    -SW Holdings planning on following the non-implemented, proposed land use plan that

        the committee had wanted to adopt with some larger lots to the west and north.

    -Also stated that there will be 2 entrances and some type of barrier toward the turkey farm

    -Discussion on vacating the cartway next to this property

Stanton has not yet received the Certificate of Insurance from Bill’s Blacktop.

Check being withheld per standard policy.

Clerk’s Report:

Laura Pederson reported-

1. Cannon Valley Rural Fire Association Meeting-

    -next meeting Tuesday August 25th at Leon Townhall

    -request for clerk and a supervisor to attend (John Miller to attend)

    -John Miller informed board that there had also been a meeting in July

    -This letter is the first that the clerk received thus noted incorrect mailing address

    -Clerk to notify of incorrect address and to have further mail sent to townhall

2. Northfield Township Meeting is the second Tuesday of each month @ 7 pm

    -clerk requested to get this information

    -Vince Cockriel to go to a meeting to discuss maintenance of shared township road

         and to discuss shared ownership of one-third of a ‘renovating machine’

3. Ordinance

     -Troy Gilchrist will be done with ordinance by August 28, 2009

     -get copies to all board and PC members as quickly as possible

     -Dave Garner requested to receive a copy of the ordinance also

 

Road Report: (no one present to report)

1. Oxford Mill Road Complaint-

    -bump where blacktop meets gravel and also where new culvert went in by Pernicks

    -clerk to contact John Krantz to grade blacktop to blacktop

    -traffic has increased over 50% since bridge over 52 closed

2. Ditch Mowing

    -John Krantz to start cutting swatches in ditches

    -Vince Cockriel stated that the first frost usually mid September and do not want to get too

         far ahead of that due to regrowth

    -clerk to ask John Krantz to start when he has time but to wait a week or two

3. Townhall Weeds

    -concern voiced over weeds surrounding townhall and hours it takes to use a push mower

    -Dave Garner offered to give township a riding lawn mower that only needs a new battery

    -John Miller stated that we should have Don Shule come in and take care of this and see what

       he charges

    Vince Cockriel made motion to have John Miller contact Don Shule to come in and mow

      the townhall and then Don will see what he would charge Stanton for a contract next year.

    Bob Benson seconded the motion.  Motion passed 3/0.

 

Reports of Meetings Attended:

1.Bob Benson attended Goodhue County meeting on July 27th regarding the property of

     St Paul’s Lutheran Church – County had it worded incorrectly.  All church property could

     have been rezoned to R1, but the church did not want to do this.  The church only wanted to

     change the 1.23 acres to R1.  This was accepted by the county. (note: Vince Cockriel

     attempted to attend this meeting also but doors were locked)

 Old Business:

1. Scott Property Permits

    -Vince Cockriel stated that he was under the impression given what Mr. Scott had stated

        that after the first extension he had done everything that was needed to stay current

        and that his not building was due to the current hard financial times of the world.  That

        said, with this being unprecedented times, Vince felt that one final extension would be

        appropriate.

    -New information has arisen and Mr. Scott is not as far along in this process as he let board

        believe

    -No Goodhue County permits have been given.  No plans have been approved

    -Mr. Scott has failed to give Goodhue County architectural or engineering plans

    -No permit was signed at the last board meeting as a copy could not be found, it

       was at this point that clerk spoke with the county and found out current information

    -Goodhue County aware that no zoning certificate has been signed from Stanton at

        this time

     -Clerk to notify Mr. Scott that he needs to start this process all over again and go before

         the Planning Commission with all the blueprints that he needs

     -Mr. Scott has paid $470 in December of 2006 for both permits

     -Variance does stay with the property

     -Mr. Scott needs to pay the difference in cost of the buildings that has happened since 2006

     -No permits have ever been reissued or refilled out even with request since original in 2006

     -Question:  Can shed be built before the shed?  No, house must be built first.

     -Mr. Scott must re- present his plans to the Planning Commission

     -Clerk to send letter notifying him and telling a timeline is now needed as he has had an

        open permit for over 3 years

      -Two blank permits have been given to have him fill out and he has never done this

      Vince Cockriel made motion to send Mr. Scott a letter that notifies him that with further

        information has become available and further action is required of Mr. Scott.  The board

        has decided that Mr. Scott needs to start the process over and come before the Planning

        Commission with building plans, blue print, and a building timeline. The process must start

        anew and credit will be given in this process for monies already paid.  The township board

        will be looking for a recommendation from the Planning Commission.

      Bob Benson seconded the motion.  Motion passed 3/0.

 

New Business:

1.  Ordinance Review/Future Land Use with Board and the Planning Commission

      -meeting options will be Tuesday, September 22nd (1st choice) or September 29th

      -ask Troy Gilchrist to attend

      -clerk to notify all members by email regarding meeting date decision

 

2.   Right-of-Ways and Large Utility Projects

      -Planning Commission recommended Board review Castle Rock Resolution

      -discussion of Castle Rock Resolution for Right-of-Ways and Large Utility Projects

      Bob Benson made motion to have clerk contact Troy Gilchrist to ask if this resolution

       would work for our township.  Could this be freshened up for our township? And then

       discussed at the joint meeting?

      Vince Cockriel seconded the motion.  Motion passed 3/0.

Vince Cockriel made motion to open mail

Bob Benson seconded the motion.  Motion passed 3/0

 

More Public Before Board

2. Curt Ravoula

    -Planning Commission sent Mr. Ravoula to the Town Board

    -Mr. Ravoula requesting to put a 160 pound water line under 23rd Avenue for irrigation

    -prefer trenching of line versus a feed

    -need to notify sheriff when closing the road

    -road care needed afterwards due to settling

    -plans to do this in the fall as soon as crops off

    Vince Cockriel made motion to allow Curt Ravoula to trench across 23rd Avenue with the

    caveat that Mr. Ravoula keeps the road up to the standards that he found it in with care

    afterwards due to settling.

    Bob Benson seconded the motion.  Motion passed 3/0

 

Claims

Vince Cockriel made motion to pay claims

Bob Benson seconded the motion.  Motion passed 3/0

Decision made to hold payment for Bill’s Blacktop until proof of insurance is sent

Ken Ebert to contact.
