Attending:  Board Chair Dave Garner, Vice Chair Vince Cockriel, Treasurer Ken Ebert, Clerk Laura Pederson.  (Absent: Supervisor Bob Benson)

 

Dave Garner called meeting to order at 7:00 pm.

Pledge of Allegiance was recited.

Dave Garner called to reveal any conflicts of interest.

None were heard.

 

Approval of Agenda:

Dave Garner asked to have 2 persons added to speak before public; added before building permits

Dave Garner made motion to approve agenda with additions.

Vince Cockriel seconded the motion.

Approval of December 16, 2008 Minutes:

Vince Cockriel made motion to approve minutes as written

Approval of Public Meeting Minutes of December 9, 2008:

Establish Orderly Annexation

Building Permits:

1.Jeff Lee – 305 Fredrick Circle, Hastings MN.(5 acres in section 17 and section 8.)

    -310th Street Way (section of his grandmother’s land, 5 acres)

   -requesting permit renewal as building did not begin last August due to sale of their

        home falling through

   -no changes to original plan

  Dave Garner made motion to extend building permit for another 6 months at no additional charge.

     New Expiration 08-19-2009

Public Before Board

1.  Robbie Robinson, New Mayor of Cannon Falls

     -originally from Savannah, Georgia

     -lived in Cannon Falls past 15 years

     -“The county was built on trust and we want to work with Stanton Township and Cannon Falls

        Township to make this a great community to live in.”

     -Much friction associated with this Land Use Agreement

     -Compromise needed by all 3 parties

     -Mayor Robinson stated that he is looking forward to working together

2. Rosie Schluter

    -Rosie wrote a letter to the editor of the Beacon, which will be in tomorrow’s paper

    -Voiced concerns over the lack of trust between parties involved in the Land Use Agreement

1.  Elections

     -applications for office received and sent on to Goodhue County

     -Dave Garner will make copies of ballots

     -On Ballot:  Supervisor – John Miller and Dave Garner  

                         Treasurer – Ken Ebert

2.  Meet the Candidate Evening

     -midweek on a Tuesday (February)

     -clerk to contact John Miller regarding his availability

3.  Absentee Voting

-         Deputy clerk to run Saturday, March 7th and clerk to take care of Monday, March 9th

4.  Goodhue County Report of Indebtedness

-         Stanton owes $100,000 bond less prepays – total $93,090

5.  Goodhue County Special Tax Assessments

     -clerk verified amounts of Penfield assessments for county to be sure no prepays were include

        and all amounts were correct.

 

Road Report:

Presented by Tom Kurtz and John Krantz

1.  concern noted – be sure not to pile snow in driveways when turning plow truck around

2.  265 Rotary Disc Mower-

     -mower at Countryside implements

     -quote received for repair $5167.55

     -quote received for new mower less trade plus discount $6352.55

     -this type of mower meets township needs

   Vince Cockriel made motion to purchase new mower from Countryside for $6352.55 with trade-in

   Dave Garner seconded the motion

    -spring before picking up new mower

    -plan to purchase in March (March claims)

    -clerk to take care of purchase order

3. Cutting Edge Plow Blades

    -need new ones: front and wing

    -blades have already been rotated 180 degrees

    -okay to get new ones

4.  Fire Extinguishers

     3@ old TH property dated May 2006 (Cannon Fire and Safety)

     1@ new TH with no date

     -clerk to make appointment and John Krantz will meet them there

     -John Krantz given key to old TH

Old Business:

1.  2009 Budget/2008 Review

     -2008 report presented by treasurer, Ken Ebert

     -spent $12,340.17 less than budgeted and receipts $6078.20 more than budgeted

 

     Road & Bridge – Over Budget

       +$20,000 on chloride

          -losing less gravel with plowing

          -fewer potholes

          -need less grading

          -will need less rock

          -chloride will carry over each year, years 2,3,and 4

          -3rd year application will be half the amount of chloride

          -chloride is an investment and will see results

       +$10,000 on grader

          -one time expense

 

     Fire Fund – Low

      -some monies had been carried over

      -price locked in for 3 years with contract

 

     Building Fund – Over Budget

       -grant received for parking lot with cost greater than grant monies

 

2.  Quarry

      -no conditional use permit at the county for the quarry.  It has been registered.

      -Inquiry email sent to Troy Gilchrist as to the townships options

      -Return email from Troy Gilchrist presented to board

      -Quarry is a non-conforming, pre-existing condition

      -Current ordinance does not address the quarry as needed

      -Discussion over whether to wait for the new ordinance to be in place and established

 

      -Quantities rock removed increasing over the past years

    -Possible MPCA issues that may also need to be addressed

 

    -How many yards are being pulled out?

    -Could ask MnDot to set up scales when in operation

 

  Clerk to contact Moorhouse

  Let them know they have no permits at the township or county level (although registered)

  Township would like them to come into compliance and to come to the next meeting to

      apply for a conditional use permit for the gravel pit.

  Pre-existing, non-conforming entity and the township would like them to be in compliance

      with the current ordinance.

 

Would like to start this process for permit.

Township and Goodhue County records have been checked and no permits have been found

   (only registration)

 

New Business:

1. County has 10 acres that they are interested in renting out for $50 plus $40 in taxes per year

-includes 6 acres of pasture

2.  New Ordinance-

     Dave Garner made motion to table until 02-17-2009 when Bob Benson returns

3.  2010 Levy -

     -preliminary numbers only

     -2008 levy - $183,000

 

     -2009 Levy as voted on:

      $  80,000  General

       114,000  Road & Bridge

           9,000  Fire Fund

         15,000   Building Fund

      $218,000   TOTAL Levy

 

  Fire fund has now been spend down

-         Stanton paid $25,013.00 in 2008 on fire

-         Amount X 1.16 = $30,059.08 proposed 2010 levy

  Borrowed $12,000 general and $30,000 Road/Bridge that needs to be replaced

 

  Hold levy even @ $218,000 for 2010 as this shows fiscal responsibility

Noticed discrepancy in 2009 levy approved at annual meeting and the numbers sent to GHC.

Clerk to attempt to correct.

4.  Treasurer, Ken Ebert, shared information regarding financing opportunities for possible future

      shed.  Since no deadline for replacement at this time, no need to push building schedule.  Need

      to wait to build up building funds.
