Vince Cockriel called the meeting to order at 7:00 PM

Pledge of Allegiance was recited.

Vince Cockriel called to reveal any conflict of interest.

None were heard.

 

Approval of Agenda

Additions to Agenda- signature card under Treasurer’s Report

                             -grading & debris on Stanton Trail added to Road Report

                             -Ryan Rounds added to Old Business at Planning Commissions request

Approval of Special Meeting Minutes of April 15, 2008

Bob Benson made motion to accept the minutes as written.

Approval of Minutes Board of Appeals & Equalization on April 22, 2008

Bob Benson made motion to accept the minutes as written.

Approval of Minutes of Culvert & Annual Road Trip Inspection on April 22, 2008

Bob Benson made motion to accept the minutes as written.

Vince seconded the motion.  Motion carried 2/0

Approval of Special Meeting Minutes of April 23, 2008

Bob Benson made motion to accept minutes as written.

Vince Cockriel made special note for the record:  “All 3 landowners were present at this meeting and at no time was there any disputes or any questions asked contrary to what the Board was doing”

Vince Cockriel seconded the motion. Motion carried 2/0.

 

Building Permits

1.      David Lorentz – 4900 Scout Ridge Way (Spring Garden Nursery) Section 14

Public Hearing Held for Modification of Conditional Use Permit 05-13-2008

                The Planning Commission made a motion to recommend to the township board

                an amendment be made to Mr. Lorentz’s conditional use permit for a non-retail

                embroidery business to be located in the empty office space for not more than

                3 FTE plus Anne Burbee, daytime hours only of 6 AM to 6 PM, and to have

                permit reviewed in one years time.

 

David Lorentz requested a change in his conditional use per to that he can rent out

     an empty office building on his nursery property.

Business is for non-retail embroidery.

Neighbors came to Public Hearing and voiced concerns.

Limitations were recommended to conditional use permit in response to those

     concerns.

David Lorentz told board that Dave Garner had visited the proposed site & had no

     issues. (Clerk also has notes to that affect)

Discussion:

Bob Benson:  Saw no issues as long as it is a non-retail business.

Vince Cockriel:  Did not support this modification to the conditional use permit due

     to the business not being agricultural in that Stanton is an agricultural

     community, it is also not a home hobby run by a family member or

     acquaintance, it is a manufacturing type business with non-family employees,

     and there were no stipulations on week-end work.  

 

Bob Benson made motion to accept modification of conditional use permit as   written.

No second.

Bob Benson withdraws his motion.

Tabled until next board meeting on June 17, 2008 when Chair, Dave Garner returns.

 

2.      Tim Kurtz – 32001 Oxford Mill Road –Driveway along Stanton Trail (Section 25)

-Tim requested permission to put in a driveway along Stanton Trail

-Current easement on Jim Pagels driveway

-Would like to make driveway wider (30 ft Width) for larger equipment

-Culvert needed – 24 inches for volume

-Request for Tim to contact clerk when project completed so that supervisor(s) can

       visit site.

 

Vince Cockriel made motion to approve Tim Kurtz’s request to put in a 24” culvert of materials he deems fit for his driveways.

Bob Benson seconded the motion

3.      Gary Robinson – 2672-310th Street, Cannon Falls, MN  55009 (Section 21)

Before Planning Commission on 05-13-2008

               Planning Commission made a motion for recommendation for the town board to

               take the matter of a wind turbine under advisement and make a determination

               as to whether to  grant a public hearing.

         -Gary Robinson requested permission to put in a 60 ft wind turbine which would

              take care of his property year round.

         -Personal use turbine on credit/buy back system

         -Farm Boy based in Des Moines, Iowa (does have MN contractors license)

         -Turbine has suicide shutdown at wind speeds of 56-58 mph

         -Blades 55 ft in diameter

         -No noise issues (sounds like a refrigerator)

         -Meets all utility company’s criteria to join grid

         -Setback 700+ ft from road

            Discussion:

   Wind Turbines are not addressed in the current ordinances

   If not addressed in ordinance, then not allowed

   Wind turbines are not towers and towers are only allowed in agricultural

       zoning (A1)

  Wind generators are addressed in current ordinances under A1 zoning with

       conditional use

 

 

  New ordinances done by mid-late summer

  Planning Commission discussing wind turbines at this time

  This is the first wind turbine is the township/area and it should be done right

 

  Recommend getting site work done now (trenching & foundation) and then

        put turbine in when ordinance completed & approved

 

 Another Option:

 Gary Robinson has A1 and A2 land

 Could a conditional use plus a variance be used since the turbine is only ______

      feet from Mr. Robinson’s agricultural land lines?

 

#1- Variance of zoning for _____ feet to A1 – where it is allowed

#2- Conditional Use Permit for the wind generator/turbine itself

 

Vince Cockriel made motion to grant a Public Hearing for a variance meeting and a

    conditional use meeting for Gary Robinson at 7:30 PM and 7:45 PM

    respectively on June 10, 2008.

Bob Benson seconded the motion.

Public Hearing Cost is 2 hearings at $175.00 each

 

4.      Oxford Sportsman’s Club

-2 signatures needed for liquor license renewal

-Notarized by clerk

Bob Benson made motion to grant Oxford Sportsman’s Club a liquor license

   5.  Summit Golf Course

-2 signatures needed for liquor license renewal

Bob Benson made motion to grant Summit Gold Course a liquor license

3.      PERA Memo

All Stanton employees need to read the memo send by PERA that is posted in the

   office.

PERA is required to re-qualify for tax deferred status with the IRS

  

4.      PERA Training

PERA is requesting training for Ken to go for training in the morning of June16th

Training for online post-payroll record transmission.

 

Clerks Report

1.      Envirotech has completes asbestos removal from the old Town Hall

No invoice received as of yet

 

2.      Lawn at Town Hall need mowing.

Vince made motion to authorize John Krantz up to $500 to purchase a lawn mover

   for the Town Hall.

3.      Zoning Survey: List to County

Kristi Gross from the county had stated there is not going to be a survey

Have current copy of what county has for a list of what Stanton does not require

    a permit for (Taken from minutes dated 06-15-2004)

Bob Benson made motion to send the list from the 05-08-2008 Planning

    Commission meeting to the county as the current list for Stanton Township

Vince seconded the motion.

Stanton Township does not require building or remodeling permits for:

     -roof

     -siding

     -windows/doors

     -Interior Remodeling

     -Exterior Maintenance

     -HVAC

 

4.  New Zoning Form

      Planning Commission approved new form with the additional verbage:

    “Township zoning certificate will expire 180 days from date of approval, once

      the project has commenced applicant will have another 180 days”

      Vince Cockriel made motion to accept form as corrected.

Road Report

    1.  Tree & Branch Trimming

         John Krantz requested permission to use his own 16 ft long dump trailer when

              trimming trees/branches, to dump brush on his personal burn pile and burn on

              his permit, and then to add some additional mileage when using said trailer for

              township use.  Current reimbursement is 50.5 cents/mile

         Bob Benson made motion to give John 2X the mileage w hen pulling his trailer.

         Vince seconded the motion.

         Motion carried 2/0

 

2.      Debris on Roads

Debris on Stanton Trail – mattresses & box springs

 

3.      Culverts

Mark Henry sent in proposals on both culvert projects

Mark plans to complete work prior to start of paving in Penfield

Penfield dates not available until after Friday, June 23th

Mark to be notified by clerk when date made available

Penfield – cost $3100.00

42nd – cost $1650.00

4.      Road Inspection

  5.   Gravel & Chloride

         Tom Kurtz to get gravel & chloride scheduled

 

         If gravel and chloride not coming within 1 month, then additional grading

            needed

         Tom to contact Vince with any questions

         Reminder—325th does NOT want chloride

 

6.  Woodland Hills     

      Dave Garner went out to Woodland Hills & reported that there is still significant

          quantities of sand on the road

      36” self propelled sweeper available to rent for $80 from Cannon Rental

      Vince Cockriel made motion to have the road crew (John Krantz) to rent

         a power Sweeper from Cannon Rental for Woodland Hills

       Bob Benson seconded the motion

7.  Estimated Cost of “landscape” at Penfield Needed

     Cost of building sides of road bask up after paving is a part of the cost of

       the Penfield Project.    

      Estimated costs needed as part of the financing package

      Recommended to build up sides of 59th with rock and sides of 303/304 with dirt

      Supervisors believe that county had a machine that could do this

      Clerk directed to contact John at the county to inquire on this

 

8.  Road Grader School

     John Krantz still needs to be schooled on the road grader

     U of MN School moved to Hinckley (Cost $2000)

     Vince to bring in literature/flyer from work

     Continue to check out alternate options
